This is asked quite frequently. The short answer is No.
Stata's bias is that this would often produce an awful, awful mess.
A longer answer is that you can draw your own alternative axis lines
using -xli(0)- and -yli(0)-.
Re-positioning axis ticks, labels and titles would be more work and
require at least some degree of fudge.
If you want the first, but not the second, then this answer will be

plot to appear within the graph when the plotted points cross zero?
