I do not have a problem either on my system (Win 7 64 bit). There is a nice improvement with Stata 11. In earlier versions I defaulted to run as administrator to avoid permission issues. It seems Stata 11 is fully capable of managing permissions.

It works on my system.
I would first try:
update, all
update, swap
If that does not solve your problem than I would contact Stata's techsupport:
