Subsequent postings have I think answered both questions. In addition,
see

How do I identify runs of consecutive observations in panel data?

for an already available FAQ.

In a sense, what I want is to create one dataset where observations have
a common start (the first period) and are include until the first time
they are not interviewed. An a second dataset, where individuals appear
from the first time they are interviewed until the first time they are
not.

What about individuals who do not appear in the first wave? What do you
want to do with them?
