The whole thing is probably caused by a single registry key that is missing
a pair of quotes. Could be, for instance,
"HKEY_CLASSES_ROOT\Stata11Data\shell\open\command", but again: Maksim will
be better off contacting tech support!

You might try looking at the "Default Programs" in Control Panel Home -
you will see an option to "Associate file type or protocol with a
specific program". Here you'll be able to manually specify what program
is called when a .dta file is opened in explorer.
