st: updated version of -rct_minim-

Thanks to Kit Baum an update to -rct_minim- is now available on the SSC
server. -rct_minim- provides randomisation schedules for controlled trials
where minimisation of covariate imbalance across treatments is deemed
crucial.

This is version 1.1.2 of the program. The only changes are more
comprehensive checking of input errors.
