I agree with your sentiment, but usually users are bewildered by the fact
that the -note- has to be specified inside the parantheses for -by- (see -
help by_option, marker(remarks6)-), not by the empty string to make it go
away. In fact, the difference btw -by(foreign, note(""))- and -by(foreign,
note(off))- seems minor to me...

I too got bitten by my inability to turn off the note on charts with
multiple graphs produced by the -by- option. Surely the -note- option
should have a simple "off" setting rather than requiring the user to
set it to something non-printing.
