-sneop- is a program published via the SJ. See -search sneop-.
The program author, who may not be a Statalist member, is the authority,
but from looking inside the program, it is clear that -sneop- pays no
attention to any time series aspect and/or panel structure in the data.
Thus short of major surgery, your only options with -sneop- are to apply
it knowing that it is panel-based.
In my experience, programs that support panels never do so by accident,
but only on purpose, and their panel support is always totally explicit
in their documentation.
