I enjoy the odd game of knocking DOS but I think Kit is confusing two
distinct things here. 

1. Lengths of global and local macro names. 

2. Lengths of filenames. That clearly had implications for command names
defined by .ados. 

I don't see any connection between the two, except in the most general
and tenuous sense that when memory was tighter there was a real
advantage in keeping everything short and undemanding. Every byte was
precious.

As help whatsnew9to10 shows, it was added in 10.0. Time to upgrade!

One problem that I've noticed with -ridder- is that it does not  
understand global names longer than 8 symbols,...

You have DOS and Bill Gates to thank for that. Anything written before  
Stata abandoned DOS support involves clumsy eight-character names on  
official commands (like wntstmvq).
