This topic was discussed within the past week on the list -- see the  
archives. You cannot 'turn off the firewall' if you are going through  
a proxy server on your network, e.g. in a university setting. In that  
case you need to turn on the 'use proxy' setting and enter the  
appropriate information. This has nothing to do with firewall  
software on your individual machine, as Stata uses standard HTTP port  
80 to download materials.
