LIMDEP is the only software application that has  a procedure for ZIP/ZINB 
for panel data. It is not accessible using the menu  system though. You must 
estimate it using the command line.

This question has been asked a few times before on  Statalist.
Unfortunately, there is no such Stata procedure (at least that I  am aware 
off).

One solution that has been suggested before is to use the  ordinary zib
with the cluster-option and cluster on your case  ids.
