st: Update to -fre- available from SSC

Thanks to Kit Baum, an update to -fre- is available from the SSC
Archive. -fre- is used to display and export one-way frequency tables.

To install the update, type

 . ssc install fre, replace

or use the -adolist- command.

-fre- crashed on string variables in rare cases. This is fixed.
