Jeff Pitblado supplied correct code for Arnold's problem:

svyset class_id [pw=w2f2f3], strata(skulid) fpc(fpc1)	///
		|| unit, fpc(fpc2)


Arnold, I am curious:  What is the "unit" which was sampled in the  
second stage?
