st: Update for -jonter- on SSC

Again, thanks to Kit Baum, an update to -jonter- is now available on 
SC.  -jonter- performs the Jonckheere-Terpstra test for ordered alternatives 
(a nonparametric test for trend).

The update provides improved continuity correction and improvements in the 
return scalars, along with a more complete description in the help file of 
what is returned in scalars.  The Stata version remains 7.
