st: decimal years origins

I'm working on discovering how the data were coded into decimal years. The
dataset is quite old and the code with it looks like SAS. Using the
fraction of day elapsed seems reasonable, if complicated, but as Austin
pointed out these fractions don't neatly correspond to the number of days.
I will report back.

Does anyone know the rationale for using decimal years? From web
searching, it seems like a convention from astronomy.
