In this particular case,
relabel(3 "{c 160}" 6 "{c 160}" 9 "{c 160}")
will also do.
In general, the distinctions between several
spaces, a single space and nothing can be
hard work to maintain in Stata. Sometimes
a syntax liberality intended to be a feature can turn
round and bite you.
But I'm waving my arms, as I have no idea on
the precise explanation here.
I did a Stata Tip on inserting special characters,
not quite the issue here.
