st: SSC - New module -simirt

Thank to Kit Baum, the -simirt- module has been added to SSC.

-simirt- allows creating a new dataset of dichotomous responses to items 
simulated by  an unidimensional IRT model (Rasch, OPLM, Birnbaum, 3PLM, 
4PLM, 5PAM). It is possible to simulate two sets of items linked, for 
each of them, to a specific latent trait (who can be correlated). The 
Items Characteristic Curves can be drawn.
