How about something like this:

sysuse auto, clear

gen price2= price if price <12000

twoway (histogram price, blcolor(white) blwidth(none) bfcolor(none) percent) ///
 (histogram price2, blcolor(gs12) bfcolor(gs12) percent gap(5) /// 
 legend(order(2 "Price < $12,000")) )
