Are all cases unique by respid and partnr?

It appears to be telling you that there are 10 cases where someone married for a second time (apparently the same partner!) before being divorced for the first time?!

I can see how this could be interpretted as a "probable error".

Of course, I could be reading it wrong...

No, but there are 4 cases where J_Heirat==JScheidung, in all other cases 
J_Heirat < JScheidung
