No idea why you're having problems with this: indeed "ssc install" does
not work, since there is no ado-file to install for this package. But
"ssc desc" followed by "net get" works for me:
TITLE
'USMAPS': module to provide US state map coordinates for tmap
DESCRIPTION/AUTHOR(S)
This package contains several Stata datafiles with US state
geocode coordinates for use with Pisati's tmap package (Stata
Journal, 4:4, 2004). A do-file illustrates their usage.

ANCILLARY FILES (type net get usmaps)
usmaps.do
usmap.zip
usW_MW_Emap.zip
------------------------------------------------------------------------
----------
(type -ssc install usmaps- to install)
. net get usmaps
checking usmaps consistency and verifying not already installed...
copying into current directory...
copying usmaps.do
copying usmap.zip
copying usw_mw_emap.zip
ancillary files successfully copied.
The files are large, but not that large. Scott had first provided a
single zip-file and I suggested that he break it up into two files to
make them easier to download.
