You seem to be confusing (1) installing user-written programs (2)
changing the -adopath-.
Having no administration rights for Stata doesn't itself stop you
installing user-written programs. At its simplest you just need to
copy the -bounds- files to somewhere along your adopath and you only
need do it once.
At the worst, you may need to persuade the administrators to change
the profile.do file to allow installations. But that shouldn't be
necessary.
