I don't think "profile.do" need sit in the same directory as your Stata executable; indeed that may be problematic if you do not have full administrative rights over that directory.
In my own set-up (Windows 7 or, sometimes, Windows XP), I have a desk-top shortcut to Stata. If one right-clicks on the short-cut, and looks in Properties/Start In, you'll see what is stated. I change whatever default is there (often the executable directory) to my directory of choice ("d:\home\stephenj\data" as it happens). And it is in that directory that I have my "profile.do" file.
I strongly recommend using a "profile.do" for all the reasons discussed.

The profile.do file belongs in the same directory or folder as your executable.
By the way, I think you need a really good reason to -set type
double-. There has been much discussion of this, e.g.. a long thread
starting at

A profile.do file could also include setting up your favourite graph
scheme and settings for -netio-.
