Those questions are probably more relevant for the computer's architecture/OS. You can buy a Stata MP 64 license off the shelf from Stata and if you want higher levels of parallel processing they offer to customize those things. In terms of RAM that is completely dependent on the motherboard, OS, and computer architecture and what the computer itself can use and manage. It also depends on the needs of your data (e.g., if you are working with terabytes of data 16GB of RAM might not cut it).
