this is unlikely, since SPSS 21 was released a year earlier than Stata 13:

You will find the example files in Stata 13 format on the companion
website for Stata manuals:

If you have access to SPSS 21, would it be possible to ask you to
produce a few datasets in the new compressed format? (zsav) I am
entertaining the idea of extending -usespss- to these files, but have
seen none so far.
