Just to add to what others have said, if you type
help fvvarlist
it says "Categorical variables to which factor-variable operators are
applied must contain nonnegative integers with values in the range 0
to 32,740, inclusive."
Allowing negative numbers or non-integer values would screw up syntax
like i2.cat or 2.cat, e.g. i-9.cat or i-3.278.cat would be weird syntax.
