Hi Nicholas,
it seems to me that you can easily do that in the "Graph editor" window.
In the "Object browser" double click "bar region", then in the "Organization" tab click "rotate categories".
I'm not aware of a command to do what "rotate categories" does.
The other option could be to collapse the data and then you can use -twoway- and -bar-.
