Not quite like that! I was copying your code without thinking enough:

. gen situation = 0
. by id: replace situation = 1 if begepi!=begepi[_n]
. by id: replace situation = 2 if status==5 & status[_n+1]==5 & benefit==1 ///
                                          & situation == 0
