"doesn't work" does not mean anything precisely.

I just checked -ssc inst ivreg2, replace- and it worked fine for me.

For better advice from the list you need to say exactly what you typed
and exactly what Stata did or did not do in response. Otherwise I can
only guess that something is at fault with your local Stata set-up or
internet connection for which you need to seek help from local
experts.
