This might be one way to do it:
***BEGIN***
encode from_user, generate(encuser) label(user)
summarize encuser
local max = r(max)
drop encuser
gen grpment = 0
forvalues i = 1/11 {
encode m1, generate(encm) label(user)
replace grpment = 1 if enc <= `max'
drop encm
}
