I see that I wrote the post in 2003 here labelled "discouraging".
However, Austin's answer is to similar effect: he knows of no specific
Stata code.
To be more encouraging: since 2003 we now have -spmap- (M. PIsati,
SSC). So, if you can define your polygons outside Stata you can plot
them inside Stata.
