Dear all in Stata list

My question is "what is the best model in forecasting time series data based on its historical observation". I am trying to assume that the goverment intervention in 1985 has not occured, therefore, I want to forecast the bus demand from 1985 to 2010 based on its historical data from 1970 to 1984.

I am awara that I have to uise a univariate time series model but which model is the best (ARMA, ARIMA, else).
