Yes, and this is fully documented under "Axis scale options" in the
help.
. sysuse auto
. scatter mpg weight, ysc(off)
. scatter mpg weight, ysc(off) plotregion(style(none) margin(zero))
And similarly with -graph bar-.
The manuals do contain lots of basic information.
