I was hoping someone had a
perl script or other way to use regular expressions or what have you
to convert a SAS or SPSS setup file to a stata dictionary.

I am not aware of any tool that does the job. The simplest thing to do is to beg or borrow a copy of SPSS, read the data, save it .sav format and then run that file through Stat/Transfer.

If that is not an option, Stat/Transfer's own schema format is very similar to SPSS's. It would not take much, if any, editing to convert the SPSS syntax files to Stat/Transfer schema files. Stat/Transfer can then write either a .dta or a .do file for you.
