A glance at http://cran.r-project.org/web/packages/foreign/foreign.pdf shows
that it can... See the functions "read.dta" and "write.dta"...

What does R do? I thought it could import SAS or Stata files, but I
don't know if it preserves labeling. Also, the price of the program is
right, but there is a cost in learning it. I've tried many times...

If you have SAS 9.2 available, it will import files from Stata v10, and
preserve labels. I thought SAS had bought dbms copy to kill it, but it
seems that SAS has incorporated parts of it, even though it does not
support the stand-alone dbms copy very well.
SPSS reads and writes both Stata and SAS files, preserving labels.
