tabout risk info using table.txt , c(mean return) sum replace style(tab)
This works.
Unfortunately, when I insert the conditions with if, I get 0s in all the cells.
tabout risk info if round>7 & round<26 & win==1 & > offer==1 using table.txt , c(mean return) sum replace style(tab)

I do not think that you had those commas in your original command...
Here is a tabout example:

sysuse auto, clear
table r f if w>1600, c(mean mp) row col
tabout r f using table.txt if w>1600, ///
c(mean mp) sum replace style(tab)
