-noconst- is not a command, rather seems to be an option to -ivreg- (btw,
say if you use a -version- other than 10...), so it must be on the line of
the -ivreg- command. If necessary, use ///...
-parmest- should then go on the next line...

Any idea why this command is unrecognized?
