st: povguide program on ssc

Thanks to Kit Baum, a revision to the povguide program has been 
installed on SSC.
This generates the official U.S. Poverty Guideline for most states of 
the U.S., and for years 1973 through 2008. The update has extended 
the time coverage back to 1973, whereas it has previously been 1982.
This probably won't interest many of you, but just in case, you now 
know it's out there.
