I don't clearly follow you but I think -merge- would help you. Can you
please more vividly describe the issue. Like in the 1st dataset you
have 2 variables codes  and geographic division and in the 2nd you
again have 2 variables the SAME codes and this time the names of the
variables ?

Then you can use -merge-.  Please clarify if I understand correctly.
