The cluster-robust sandwich VCE is only allowed with the maximum
likelihood estimator of -ivprobit-.
You can obtain a bootstrap VCE that resamples clusters with the two-step
estimator by typing
. ivprobit ... , twostep vce(bootstrap, cluster(country))
