I assume the variable is in numeric format.

. list

  1. |  8070 |
  2. | 80703 |
  3. |  8071 |
     +-------+

. list if substr(string(var),1,4)=="8070"

     +-------+
     |   var |
     |-------|
  1. |  8070 |
  2. | 80703 |
     +-------+
