In general, weights are not allowed unless they are explicitly stated to
be allowed.
As to why they are not implemented in -xtmelogit-, I can't say
authoritatively, but it seems that you want something like
svy : xtmelogit
and it's a fair guess that it would be a big deal even to work out some
theory for it. True or not, it's not available in Stata right now.
