I cannot reproduce this either:
sysuse auto, clear
drop if rep78 <= 2
catplot bar foreign rep78
The bars for value 3 are labeled 3, for value 4 labeled 4, etc.
If you can reproduce the error using the auto data, then we can see
exactly what is going on.
