st: Announcing: povguide program

Hello,

Thanks to Kit Baum, the povguide program is available on SSC.

This computes the U.S. poverty guideline, based on family size, for 
any year 1982-2008.
Note that this is the simpler of two official poverty standards, but 
is widely used.

Thanks also to Mike Lacy and Amanda Tzy-Chyi Yu for providing the 
impetus for publishing this.
I hope this may be useful to some of you.
