If you have a copy of Stat/Transfer, change the "ASCII File Read Options/String Quote Character" to a blank. Stat/Transfer will then read your file correctly. If you are using the command processor, for instance on a Unix platform, issue the option:

set quote-char-rd none

which will work as well.
