There is a program od that I ran into "Optimal Design for Multi-Level
and Longitudinal Research" that does sample size computations. Authors
are Jessica Spybrook ([email protected])
Andres Martinez ([email protected])
Xiaofeng Liu ([email protected])
Stephen Raudenbush ([email protected] )
It was produced at the survey research center of the institute for
social research at Michigan.
http://sitemaker.umich.edu/group-based/optimal_design_software
will let you download the program and the documentation.

Brad,
Steve Raudenbusch was developing a program to do power estimation for
multilevel models and
a few years ago, it was available for free, from his web site.
