A metacomment: StataCorp tend not to say yes or no to such requests, but
they do read and think about them carefully. 

For myself, I understand what 1) and 2) imply in broad terms, but 3) is
not at all clear.

(1) support for factors throughout Stata instead of xi

I feel this is a useful convenience feature. It is present is the  
other packages like SAS and R.

(2) support for unicode

Note that SPSS 16 had added this, along with a JAVA interface, Python  
scripting, and R plug ins. How many times have people asked for  
special characters in graphics? Stata graphics are the best on the  
market, except for this feature.

(3) robust reporting capability

Splus 8 from Insightful Corp has added an independent clinical trials  
analysis and reporting module completely conversant with SAS macros if  
needed. Duck and cover SAS.
