I do agree. I should rephrase. 

In my previous posting I explained how -stripplot- 
could help, and also -egen, group()- before -ciplot-.

It's a limitation (misfeature, bug, terminology's 
debatable here) of -ciplot- that the results of 

ciplot ..., by(foo) by(bar) 

will, when you think it through, usually be a silly answer
to a silly question (which is _not_ the question the user
usually has in mind).
