st: prediction/imputation: extending a 1994-2002 panel to 1988

I would like to orthogonalize two panel variables observed for 60 universities: students and R&D expenditures. The problem is that one is observed for T=15 (1988-2002), the other for T=9 only (1994-2002). Which is the best way to create the missing panel (1988-93) for the second variable?
