short answer - yes.
Longer answer : as long as there are repeaed observations on the same unit -
the unit could be time, state, district, household, .... xtreg will be happy
to throw in fixed effects for that unit and you will be all set.

Dear Stata list,
A colleague of mine is working with cross sectional data and has used the
following xtreg command :
-xtreg weightage chvar , fe i(caseid)robust cluster(caseid)-
I looked up xtreg and found that it is used with cross sectional time
series data.
Is it possible to use -xtreg-with cross sectional data?
