st: torats

The -torats- routine (output of Stata data to RATS) of Baum and Cox has been updated. An option has been added to deselect the default behavior of casewise deletion, and a replace option is now required to overwrite existing files. The routine now requires Stata 8.2. It may be obtained from the SSC Archive or via -adoupdate-.
