st: graph legend(off) doesn't appear to work

Hello - For some reason, I can't seem to turn off the legend when using
a by( ) option on a graph command. Without the by( ), I can turn it off:

. scatter y14_1392 y14_6867 phasetime 
(legend appears)

. scatter y14_1392 y14_6867 phasetime , legend(off)
(legend doesn't appear)

. scatter y14_1392 y14_6867 phasetime ,by(ag)
(legend appears)

. scatter y14_1392 y14_6867 phasetime ,by(ag) legend(off)
(legend is still there)


What's happening? Can anyone suggest another way to supress the legend? 

I'm using Stata Intercooled 9.2 for Windows.
